Bac Ninh, Vietnam – In a significant shift aimed at enhancing the efficiency of its educational system, the Bac Ninh Department of Education and Training has announced a comprehensive restructuring plan for public educational institutions across the province. Official Document No. 2280/SGDĐT-TCCB, issued on July 29, outlines a strategic reduction in the number of schools, with the goal of streamlining resources and improving educational quality.

As of July 1, 2025, Bac Ninh boasts a total of 1,140 public educational institutions, which include kindergartens, primary schools, junior high schools, high schools, and various specialized centers. The current landscape features 382 kindergartens, 317 primary schools, 292 lower secondary schools, and 60 upper secondary schools, among others.

Under the new plan, the province will see a dramatic reduction of 556 institutions, bringing the total down to 584 by the end of the restructuring process. The revised structure will consist of 174 kindergartens, 155 primary schools, 158 lower secondary schools, and 20 combined primary and lower secondary schools, alongside specialized educational centers.

The restructuring will not be uniform across all levels. The Department of Education and Training has reported varying rates of reduction: preschools will see a 54.45% decrease, primary schools a 51.1% decrease, and lower secondary schools a 45.89% decrease. Notably, combined primary and lower secondary schools will face a staggering 71.83% reduction.

In a bid to ensure equitable access to education, the plan allocates three schools to each of the 33 communes and wards, ensuring that every administrative unit has representation at all educational levels.

This initiative follows a previous directive from the Vice Chairman of the People’s Committee of Bac Ninh province, Le Xuan Loi, who signed Document No. 7913/UBND-NC on July 22, 2026, emphasizing the need for a systematic reorganization of public educational institutions.

The Provincial People’s Committee has set ambitious targets, mandating that mountainous communes in Zone III reduce their educational institutions by at least 30%, while other areas must achieve a minimum 50% reduction. Localities that fail to meet these goals will be required to submit written explanations to the Department of Internal Affairs for further review.

The Department of Internal Affairs is tasked with assessing the restructuring plan and will present it to the Provincial People’s Committee and the Standing Committee of the Provincial Party Committee for approval by August 15, 2026. Following approval, detailed plans will be finalized, with a goal to complete the restructuring by August 30, 2026.

As Bac Ninh embarks on this ambitious educational overhaul, the focus remains on creating a more efficient and effective learning environment for its students, paving the way for a brighter future in education.
